Associate professor Craig Laker chairs the fastest growing academic program at TSU—the Department of Criminal Justice, Psychology and Social Sciences. His many degrees cover a breadth of knowledge, making him an excellent fit for a department so diverse. Laker completed coursework toward a Doctorate of Philosophy from the University of Cincinnati, a Master's of Art, majoring in criminal justice; a Master's of Public Affairs, a Bachelor's of Science, and a certificate of business studies from Indiana University.

Joining TSU in 1999, he teaches courses on institutional corrections and correctional law, public administration, micro/macro economics, and serial killers. He teaches classes on the main campus, TSU North and Ft. Wayne, and Four County Vocational. His research interests include probation and parole, serial killers, white collar crime, sociology of deviance, juvenile incarceration, intermediate sanctions, and animal laws.

Aside from teaching classes, Laker is involved in a plethora of outside activities as well, including adviser for Delta Chi Fraternity, American Criminal Justice Association (ACJA), and the hand-gun team on campus. Off-campus he is active in the Steuben County Humane, the Board of Chain of Lakes Correctional Facility, and the executive board ACJA.

Before coming to TSU, Laker was an instructor at Indiana University, University of Cincinnati and Concordia University. He also has work experience as a probation officer, a behavioral health technician, law enforcement officer, and youth care worker.

John C. Milliken

John Milliken, Associate Professor of Criminal Justice Education: B.A., Ohio State University, J.D., University of Toledo. Having practical law for 26 years and serving as a substitute judge, John Milliken brings a unique perspective to the criminal justice department. He received his law degree from the University of Toledo, and his bachelor’s degree was in sociology from Ohio State University.

Milliken has been a part of the Tri-State family since 2003. He teaches introduction to government, criminal law, procedure and evidence, and American Constitutional development. He is also the father to Sigma Phi Epsilon Fraternity house. In addition, Milliken plays a role in finding criminal justice majors a required internship, which has included positions in probation offices, sheriff’s departments, jails, U.S. marshals, private security firms and many more fields.

Prior to coming to TSU, Milliken helped to establish and teach a criminal justice program at Four County Area Vocational Cooperative. TSU recently opened a branch campus at the cooperative for students to receive college credits in various areas, including criminal justice.
